Care migration as a solution to care shortages has been on the rise in Europe. This development has been critiqued from at least three perspectives in feminist thought, namely critiques on care drain from the Global South to the Global North, migrant precarity in their country of residence, and moral harm due to migrants not being able to sustain identity-forming relationships with their next of kin. Dutch policy advisory councils have recently recommended that the Dutch government adjust her migration and labor policy to allow for more efficient, tenable and ethical care migrant recruitment, following rising shortages due to double aging and in line with UK and German examples. The extent to which advisory councils have dealt with feminist critiques in recent and past advisory reports, as well as the extent to which Dutch governments have adhered to policy advice on care migration, remains unclear. To this end, using Bacchi’s WPR method for discourse analysis, this thesis studies problematizations of care migration in 14 policy advisory reports on the ageing of Dutch society and labor migration published between 2001 and 2024, as well as how Dutch governments have responded to these problematizations in advice requests, formal cabinet responses and actual policy. The study finds that both in policy advice and governmental responses a neocolonial logic dominates, and that the Dutch government has consistently tolerated care migration practices without regulating them in line with feminist critiques. As such, this study contributes to scholarly debate on power dynamics involved in policy-making, and on care migration in the Netherlands, that has so far focused mostly on scale and identifying policy areas that influence care migration. The study also affirms existing scholarship on how a self-image of innocence regarding coloniality remains strong in Dutch public and political debate.
